The flag of the European Union is a flag with a blue background with twelve stars arranged in a circle represented in its centre. This flag is closely linked to the current European construction.  It is one of the symbols of the European Union, an association of twenty-eight independent European states created in 1957 with the Treaty of Rome.

This European vexillary emblem is a strong symbol of unity, harmony and solidarity between all the peoples of Europe and the countries of Europe. The history of its origins dates back to 1955 when the Committee of Ministers of the Council of Europe first made it its emblem. This intergovernmental legal organization for human rights, established by the Treaty of London in 1949, now has 47 member states.

The flag was unanimously chosen as a rallying symbol for its evocative harmonious composition, simplicity and readability. The two shades of gold and blue were chosen to represent the values of the members of the European Council: the yellow gold colour (symbol of peace) and the blue colour (which has historically represented feudalism, theology, royalty and more recently European sovereignty). A circle of fifteen gold stars was initially adopted to evoke the main capitals of the original fifteen Member States of the Council.

Later, the number of stars in the crown was revised to 12. The circle of first stars is a number that embodied movement in stability, perfection, fulfilment and unity regardless of the number of other sovereign states that could sit on the Council of Europe.

Subsequently adopted in 1986 by the European Communities, the European flag is now the official symbol of all European institutions, including the European Union (28 Member States), the European Parliament and the European Commission. It is a national flag of 2/3 proportions that can be used by EU nations but also a state flag and a flag of national navies.
